Step 1: Complete the Manitoba Security Guard Training Course

Step 2: Meet the Licensing Requirements
Before applying, ensure you meet all eligibility requirements set by Manitoba Justice - Private Investigators and Security Guards Program.
General Eligibility
- You must be at least 18 years of age.
- You must complete the mandated 40 hour training program and be issued a Certificate by an approved Trainer.
- You must score at least 75% on the exam.
Required Documentation
1️⃣ Completed Application Form
- Use the official Private Investigator/Security Guard Licence Application.
- Ensure your Manitoba service address is accurate and current.
2️⃣ Child Abuse Registry Check (within 6 months)
- Obtain directly from Manitoba Child Abuse Registry.
- This is distinct from a police Vulnerable Sector Search (VSS).
3️⃣ Criminal Record Check (within 6 months)
- Obtain from the police service in your area of residence.
- If your record shows any convictions, you must submit a police transcript outlining your complete criminal record.
- Fingerprinting may be required to complete this process.
4️⃣ Proof of Training Completion
- Submit your MSGTP Certificate issued by an approved Manitoba Justice trainer. The Security Guard Course Inc. listing found here.
- If you completed equivalent training in another Canadian province or territory, contact the Manitoba Security Guard Training Program to confirm if it qualifies.
5️⃣ Digital or Paper Photograph
- Must meet passport-quality standards.
- Digital files must be submitted in JPEG format.
- Recent photos only. Changes in appearance require updated photographs.
6️⃣ Licensing Fee Payment
All licensing fees are non-refundable.

Note: You may only obtain one temporary licence. Temporary licences cannot be renewed.
Permitted & Prohibited Equipment for Security Guards in Manitoba
Understanding what equipment you can legally carry is crucial to staying compliant with Manitoba law:Important: Security guards must always use only the minimum force necessary to restrain someone during a lawful arrest. Misuse can lead to criminal charges under the Criminal Code of Canada.
- Batons/Nightsticks
- While batons are not considered prohibited weapons, security guards and private investigators should not use or carry batons, truncheons, nightsticks, billy clubs or any similar item as a weapon. Possessing or using this equipment could place an individual in violation of the Criminal Code.
- Firearms
- No, individuals licensed under The Private Investigators and Security Guards Act may not carry any type of restricted weapon.
- Handcuffs
- The use of handcuffs, although not specifically prohibited, should be closely monitored by your employer. As a general rule, only a minimum level of force may be used to restrain a person being lawfully placed under arrest. You must know that any other application of force is an unjustified assault and may lead to a charge under the Criminal Code.
- Oleoresin Capsicum (OC) Spray (Pepper Spray)
- No, security guards and private investigators are prohibited from the possession/use of pepper spray as it is a prohibited weapon under the Criminal Code.
